中央氣象局昨（六）天下午對外發布，強烈颱風尼伯特海上颱風警報。行政院勞動部勞動條件及就業平等司表示，颱風來襲時勞工該不該出勤，雇主必須以「安全」為首要考量，如果工作地點、居住地點、上班途中，任何一個轄區宣布停止上班，這時候勞工可以不出勤工作。

如果因為業務需要，需要特定勞工照常上班出勤，這時應由勞雇雙方事前約定；如有工會應徵得工會同意，如無工會應由勞資會議同意。







此外，職業安全衛生署強調，颱風來臨前後，雇主皆應加強防災措施，譬如颱風期間從事餐飲外送、新聞採訪等外勤作業，業者必須事前評估危害狀況，同時放置適當個人防護具、交通工具等安全設施。

勞動部重申，任何一個轄區首長已經通告各機關停止上班，勞工因而未出勤，雇主不宜扣發工資，也不可視為曠工、遲到，更不能強迫勞工使用事假或其他假別處理。此外，勞工因為颱風而停止上班，雇主不可強迫勞工補班、扣發全勤獎金、解僱或為其他不利處分。
